Why is Newbin blocking downloads of some files? I have no Filters enabled.
When I look in the "Failed Files" list I see the error "File is spam or not really a file".

Is there some SPAM filter that can be adjusted or turned off?

Look at the spam filter in the options.

For example, it won't download files that require a password to unrar unless you've already entered the password
